
Sovereign AI
Sovereign AI refers to a state's goal of developing and operating artificial intelligence on its own soil and according to its own rules. It concerns the question of who controls data centers, data, and models — and who becomes dependent on whom.
Artificial intelligence needs three things: very large amounts of data, very many specialized computers, and experts who build a program from them. Today, most of these computers are located in the United States, and they belong to a handful of American corporations. Sovereign AI is the political response to this. The term means that a country controls these three ingredients itself as much as possible: its own data centers on its own territory, data that does not leave the country, and AI programs that function according to its own laws. Roughly translated, this means something like “sovereign AI,” where sovereignty refers to a state’s ability to decide for itself. It is not a technology, but a strategic goal.
Why states are suddenly building their own data centers
Whoever does not own the technology is dependent on the provider. That sounds harmless as long as everything runs smoothly. But a provider can raise prices, discontinue a service, or be forced by its own government to do something. Under the US CLOUD Act, American authorities can, under certain circumstances, access data stored by a US corporation — even if the server is located in Europe. For medical records, tax data, or government communications, this is a real problem.
There is also an economic argument. Over the coming decades, AI will transform many industries, from medicine to industrial production. Countries that only buy finished services pay rent abroad indefinitely. Countries with their own infrastructure keep the value creation and jobs within the country. Nvidia CEO Jensen Huang popularized the term with exactly this argument — which is worth keeping in mind, since his company sells the chips required for it.
A third point is cultural in nature. Large language models learn from texts that are predominantly in English. As a result, they master English better than Finnish, Czech, or Swahili. And they adopt the values and blind spots of the texts they learned from. Anyone who wants an AI to correctly handle their own language and legal situation must at least partially train it themselves.
The four levels of control
Sovereignty is not a yes-or-no question, but a ladder with several rungs. The bottom rung is the chips. Practically all powerful AI chips come from Nvidia and are manufactured in Taiwan. Currently, no European country controls this level, and that will not change in the short term.
The second level is infrastructure: data centers, electricity, and network connectivity within one’s own country. This is where most projects start, because it is achievable. You buy the chips but set them up yourself. The third level is data. Here, the point is that training data and user inputs do not leave the country and are not subject to foreign law.
The fourth level is the model itself. Training your own language model from scratch can easily cost hundreds of millions. That’s why many countries choose a middle path: they take a freely available model and fine-tune it with their own texts. This is significantly cheaper and often delivers good results for the country’s own language. Hardly any state has achieved full sovereignty across all four levels so far.
From Gaia-X to the EU Gigafactory program
In economic news, the term usually appears when governments announce sums in the billions. The EU has announced, through its InvestAI program, that it will support the construction of large AI data centers in Europe with double-digit billion-euro amounts. France supports the model developer Mistral AI, India and Japan are building national computing clusters, and the Gulf states are investing massively in their own models.
A cautionary example is the European cloud project Gaia-X, which launched in 2019 with high expectations and has delivered few visible results to date. It illustrates a typical misconception: sovereignty does not arise from declarations of intent, but from hardware, electricity, and experts. And anyone who buys all their chips abroad anyway is less independent than the press release suggests.
As a private individual, you encounter this topic mainly in the context of data protection. When a provider advertises that your data is processed exclusively on European servers, that is a piece of Sovereign AI. You should not confuse the term with open source: a freely available model can be used by anyone, but it says nothing about where it runs and who owns the computers.
