Product Operating Model

The Product Operating Model is a way of organizing a company: fixed teams look after a digital product on an ongoing basis instead of working through individual projects one after another. Such teams are given a goal, not a list of finished tasks.

A Product Operating Model describes how a company organizes its work on digital offerings. This means things like an app, a website, or an online service. Classically, such work is done in projects: someone at the top decides what should be built, a team builds it, and afterward the team disbands again. In the Product Operating Model it’s different. A fixed team remains permanently responsible for an offering and keeps improving it. It is given a goal, for example “fewer users should drop off during checkout,” and gets to figure out on its own how to reach that goal.

Why companies switch from project to product

The core of the problem is a flawed way of measuring success. In the project world, an undertaking is considered successful if it was finished on time and within budget. Whether anyone actually uses the built feature afterward doesn’t even enter into that calculation. There are studies showing that a large share of all newly built software features are barely or never used. That is expensive work paid for without any impact.

On top of that comes the loss of knowledge. When a team disbands after delivery, the knowledge about the code and about the users disappears along with it. The next team has to figure everything out again from scratch or ends up building something redundant. A permanent team, by contrast, accumulates an understanding over the years of what works for its users and what doesn’t.

The difference becomes especially visible with AI features. A chatbot or a recommendation feature isn’t finished once it launches — it has to be continuously monitored and fine-tuned. Answers get worse, users ask unexpected questions, new models come onto the market. A project team that disbands after delivery is poorly suited to this reality.

Empowered teams, outcomes, and discovery

The basic unit is the so-called empowered team, meaning a team with real decision-making authority. Typically it consists of a product manager, a designer, and several engineers working together. This group jointly decides which solution to try. Leadership sets the goal and the boundaries, not the blueprint.

Success is measured by outcomes rather than output. Output means: how many features were shipped? Outcome means: what measurably changed for users or for the business? A team can build five features in a quarter and still have accomplished nothing. Conversely, a single small change can significantly improve a metric.

So that teams don’t spend months building past the actual need, discovery is part of the process. This is the phase before the actual building: talking to users, building cheap test versions, and validating ideas with real people. Only what survives this test gets developed properly. Think of it like tasting as you cook: better to taste beforehand than to throw out the whole pot afterward.

How to spot it in job postings and quarterly reports

The term originates from the world of Marty Cagan and the consulting firm SVPG, and has become widespread especially since his 2024 book “Transformed.” You’ll encounter it in job postings for product managers, in consulting proposals, and in presentations by large corporations. When a bank or an insurer announces a “product transformation,” this is usually exactly the model being referred to.

For investors, it is a signal, but one that should be read with caution. The overhaul costs money and takes years, because roles, budgets, and career paths all have to change. Often it stops at new titles: the project manager becomes a product owner, but decisions still get made further up the chain. Practitioners mockingly call this Product Theater. A useful litmus test is the question of whether teams are given goals or task lists.
