The AI Action Plan is a government program that sets out how a state intends to promote and regulate artificial intelligence. The best-known one is the US government's plan from July 2025, which focuses above all on speed, data centers, and reduced bureaucracy.
An AI Action Plan is a government roadmap for dealing with artificial intelligence. Artificial intelligence, or AI for short, refers to computer programs that learn patterns from large amounts of data and then generate texts, images, or decisions. Such a plan states what the state intends to do over the coming years: which research it will fund, which rules it will scrap or tighten, which construction projects it will speed up. The term is English and is usually used as such in German too. When business news mentions the AI Action Plan, it almost always refers to the US government’s plan published in July 2025. Such a plan is not a law, but a statement of intent with a list of measures.
What a government roadmap decides for the AI industry
AI has meanwhile become an industry with enormous investments. Large models need data centers, that is, halls full of specialized computers, and these need a great deal of electricity. Whether such a data center is completed in two years or in seven depends heavily on permits and power connections. This is exactly what politics decides. That is why the share prices of chipmakers and energy providers react to such plans.
The basic stance a plan expresses is also important. The 2025 US plan deliberately bets on acceleration and aims to cut regulations that slow companies down. The European Union, with its AI Act, an actual law, took the opposite path: it classifies AI applications by risk and bans or controls the most dangerous ones. Both approaches compete with each other, because companies develop wherever it is easier for them to do so.
This has consequences for you as a user, even if you don’t see them directly. A plan influences how openly companies publish their models and how strictly systems are checked before being unleashed on customers. Critics accuse the US plan of treating safety and copyright too lightly. Supporters say that overly early regulation would mainly hold back small companies.
From statement of intent to concrete measure
An AI Action Plan usually comes about in several steps. First, the government gathers input from companies, universities, and associations. Then an agency or an advisory staff writes the text, often just a few dozen pages long. In the end there are fields of action, each with many individual points—in the US case, more than ninety.
The US plan is divided into three major pillars. The first is called innovation and refers to research funding, open models, and fewer requirements. The second is infrastructure: faster permits for data centers, more power plants, training of electricians and cooling technicians. The third concerns foreign policy, such as exporting American AI technology to partner countries and export bans against rivals.
However, such a plan only becomes effective through other instruments. A president can sign executive orders, ministries can change regulations, parliament must approve funding. A common mistake, therefore, is to confuse the plan with a law. Some points are implemented quickly, others remain paper for years. A subsequent government can also simply replace the plan.
The plan in headlines and business reports
You most often encounter the term in business news. Reports then state, for instance, that a chip company benefits from or suffers under export rules from the AI Action Plan. Disputes over electricity prices also come up, because new data centers in a region sharply increase demand for electricity.
Other countries use similar formulations. India, the United Kingdom, Canada, and the United Arab Emirates have their own AI strategies with a comparable structure. Germany has an AI strategy and participates in EU programs. When you compare such documents, one simple question is worth asking: how much money has been committed, and by when?
You feel the effect indirectly in everyday life. Whether a new AI feature in your school software is allowed, whether an image generator may use artists' works, whether your electricity rate rises: all of this also depends on such political roadmaps. Anyone reading news about AI understands it more easily by knowing that behind many corporate decisions lies a government plan.
