
SpaceX Starshield
Starshield is the division of the space company SpaceX that builds and operates satellites for governments and the military. It uses the same technology as the civilian internet service Starlink, but with stronger encryption and special tasks such as Earth observation.
Starshield is a business division of the US space company SpaceX. It builds and operates satellites exclusively for government customers, primarily the US military and intelligence agencies. Technically, Starshield is based on Starlink, the same company’s civilian satellite internet, which delivers internet access from space worldwide. The difference lies in the task: instead of video streams for private customers, Starshield satellites carry military data, take images of the Earth’s surface, or carry other companies' measuring instruments piggyback into space. The connections are particularly strongly encrypted, meaning so locked down that unauthorized parties cannot read the content. SpaceX publicly introduced the program in 2022, but keeps many details secret to this day.
Why states rely on private satellite fleets
Military satellites were, for decades, huge, extremely expensive, and individually built. A single reconnaissance satellite could cost over a billion dollars and take years to develop. Starshield reverses this principle. Instead of fewer large devices, it deploys many small, mass-produced satellites.
The military advantage is called resilience. If a fleet consists of hundreds of satellites, the loss of individual units is manageable. An adversary can hardly take out such a fleet. In a system of three large satellites, on the other hand, a single hit would be catastrophic. Experts call this principle proliferation, meaning the deliberate distribution across many units.
At the same time, this creates a dependency that many observers view critically. A single private company thereby controls infrastructure that is central to national security. This was discussed, for example, during the war in Ukraine, when SpaceX had a say in the use of Starlink in combat zones. Cases like these have intensified calls for clear government contracts, as with Starshield.
From the Starlink bus to the specialized satellite
A Starshield satellite consists of two parts. The first is the so-called bus: the basic framework with solar cells, propulsion, radio technology, and the control computer. This bus is largely derived from Starlink and is built in large quantities. The second part is the payload, meaning the actual working equipment. This can be a camera, a radar, or a sensor from another manufacturer.
You can imagine it like a car chassis onto which, depending on the need, an ambulance, fire truck, or delivery van body is mounted. The expensive, elaborate underlying structure stays the same, while the specialization happens on top. Because SpaceX operates its own rockets with the Falcon 9, there is also no need to search for a launch service provider.
The satellites communicate with each other via laser links. Data thus jumps directly from satellite to satellite, without the detour via ground stations. An image from a crisis region can thus reach a command center on another continent within minutes. For reconnaissance, this speed is often more important than the image quality itself.
Starshield in contracts, stock market news, and debates
The name usually appears in connection with contracts from the US government. In 2024, a contract with the intelligence agency NRO for a network of reconnaissance satellites worth around 1.8 billion dollars became known. The US Space Force has also signed framework contracts for communication services. Such reports are seen on the stock market as an indication of how stable SpaceX’s revenues are.
It’s important to distinguish this from Starlink. Anyone booking satellite internet at home or on a ship is using Starlink, not Starshield. Starshield services cannot be purchased; they are only available to government agencies. A common misconception is also that Starshield is a weapon in space. It is reconnaissance and communication technology, not weaponry.
In Europe, the term comes up mainly in the debate about developing independent capabilities. The EU is building its own secure satellite network with IRIS², among other reasons to avoid permanent dependence on American providers. Starshield often serves as a benchmark in this context: it shows how quickly a private company can build up military infrastructure.
